I agree, a blacklist seems more fair.

Surely maintaining a blacklist that all T2's can access and contribute to makes more sense?

If T2's could automatically blacklist abusive I.P.s and submit those I.P.s to a list, I think that would work in a more open way.

A system for blocked I.P.s to be removed would be good too. Both after a time period and by request for possible wrong blacklisting.

I think some, but to the point very few mail providers insist on white listing addresses, and it just doesn't work out, but blacklisting, to a much greater extent does.
