The real question, and perhaps this is answered on the wiki or perhaps not: How do you configure a client to use another port for DNS?

on port 5353. This has worked for others in bypassing their ISP,

The firewall blocks all other nameservers like OpenNIC nameserver and
allows to access the namesservers from the ISP.
My first idea fails to run an own namesserver which use the ISP
nameserver as forwarder.
