Well we could always use a fallback and say that it is creative commons BY
where public domain isn't legally acceptable. However, I think that getting
consensus on any (incredibly) liberal rights notice is going to be difficult.
I would say CC BY is not restrictive and allows us to get credit when our
work is used. However, I think we should also agree to not actively try to
enforce this license and have it up to encourage people to share our work and
link back -- and not sue our users for sharing about OpenNIC
