Correct.  To clarify, I wasn't suggesting the content wasn't copyrighted.  Merely stating that "OpenNIC" can't hold the copyright, and thus can't decide the license.

There's no harm in doing so.  I think we can all agree it's rather
unenforceable ATM.  One could always argue that the creator of the
material in question holds the copyright (in fact, that's the way it
works in the US), so to say the content isn't copyrighted is false.
