In my opinion it's be better to create a package for a preferred distro or two (or seven...) than make an entire new distro. I do recall someone having made a script for Linux that automatically updates the name servers. I don't see many people using a live-CD just to test OpenNIC, and may turn people off if they think they need a special OS just to use it. I'd say at most make a VM image that uses OpenNIC by default.
Either way, a package would be needed if one were to make a Live CD.
