Maybe I am explaining this poorly. Let me try again...

Our tier-0 server does NOT work in the same way that ICANN rootservers
work. Our tier-1 servers are actually closer to an ICANN rootserver.
All of the tier-1 servers are listed as masters for all of the TLDs,
including the root zone, so we have complete redundancy between all of
the tier-1 servers. As long as a single tier-1 server is still
operational, OpenNic will still function.

Our tier-0 server used to be more important, however we were concerned
about having a single server in charge of so much. Changes were made
years ago to move that functionality to the tier-1 server to ensure
redundancy. Today, "tier-0" is misleading, and probably does not really
apply to that server anymore. While the tier-0 server does regenerate
the root zone on a regular basis, it is not critical that the root zone
is updated often because the list of TLDs does not change often. As I
said before, if the tier-0 server did go offline, any of the tier-1
servers could easily run the same script that regenerates the root zone,
so we have no concerns about OpenNic going down.

Hopefully that better explains our configuration, and the reason why we
are not concerned about redundancy for the tier-0 server?
