That is correct... tier-1 servers are not meant to be public servers.
Their function is to provide a new TLD for OpenNic, and to support the
other TLDs already available. If you are interested running a new TLD,
please create an email to the list describing the purpose of your TLD
and any rules you might have for the domains. If there is interest in
the TLD, a vote will be taken. Your TLD will only be added if it is
approved by vote.

If you are not hosting a TLD, there is no purpose in running a tier-1
server.
