In the USA, right-of-way and easement privileges are permitted (or forbidden) at the State level, and if you are lucky enough to dodge the hordes of lobbists and rotating doors professionals sitting at the desk keeping the barriers to entry nice and stratospheric, it will still cost you a ridiculous amount of money, the kind of money only multibillion dollar companies can afford to pay.

How I route around this damaged area is to negotiate with private landowners and secure long-term contracts for right-of-way agreements, paying private landowners to lease the use of their land for buried conduit.
