I2P should be fast enough to stream video over it. However, if the
problem is with your IP-layer connectivity, neither I2P nor Tor will
fix that. With an IP-layer problem, your Tor client and I2P router will
not be able to connect to the rest of their respective networks. Tor
won't even bootstrap.
