I propose OpenNIC sets up a Bugzilla subdomain on opennicproject.org,
where we can make "enhancement" suggestions (e.g. proposed OpenNIC TLDs,
ICANN's new TLDs, the DDoS problem) and can use "vote for enhancement"
before a specified date as a way to decide OpenNIC policy, or to reopen
previous decisions.

I would not be against this at this time, but I'd like to see a
running instance that's been catered to OpenNIC before voting.
(Paradox, anyone? :D)

This isn't terribly uncommon really. But before we get a vote or an
instance, I still think we should discuss it. Once we get ideas, we can
get a demo, and then a vote. Sound good?

I rather like this idea. I think it has potential and is way easier to follow than the mailing list for such things, if the recent .ibu discussion is indicative of typical behavior.
