I'm a little confused here, why does there have to be a running instance
before we decide to implement something?

Surely we set up an instance and play with it to see how it goes. If it
seems good we go live, (possibly after a vote).

Take for instance when we updated the main site, I set up a demo site
that I worked on it in collaboration with the group until it was ready
and then moved the work over to the live site. Why can't someone, (i.e.
the proposer) set up a demo instance and let us test it out?
