First off, a bugtracker would make any such discussion MORE difficult to follow.  Remember that bugtracker discussions are not threaded, so you'd end up with one continuous stream of rambling rather than some loosely-grouped threads of rambling.  Honestly this is exactly the sort of thing where a forum would excel above all other formats... a forum category could be created for each TLD, and new topics could be started without losing track of old discussions (I know the mailing list is archived, but that's hard to work with).  We could also sticky relevant topics to each TLD at the top of the category.  In fact, there is a forum already in place, but nobody wants to use it because "email is easier".

Second, there is also a bugtracker already in place.  Has been there for some time, but it seems like spammers are the only ones who use it.
