This is what I've done so far, it's slightly simpler than the one I posted so
far.

Any OpenNIC member may submit proposals to the community.

When submitted, proposals must be complete and actionable. If they are not, at
any time during the discussion period the proposal may be tabled (formally
disregarded until it is fixed and resubmitted.) Any OpenNIC member may move to
table a proposal on the grounds that it is incomplete or not actionable. One a
motion has been made, discussion must cease until the motion expires (after 24
hours) or is seconded. Any OpenNIC member may second this motion, except the
member who moved to table the proposal.

Once tabled, discussion must continue to cease unless the tabling is
overruled. Any OpenNIC member may move to overrule the tabling within 24 hours
of the successful tabling, except those directly involved in creating the
proposal. Any OpenNIC member may second this motion within 24 hours of the
motion, except the member who moved to overrule the tabling and except for
those directly involved in creating the proposal.

This discussion period lasts for 7 days, and idle time due to ongoing motions
does not increase this window. The discussion period exists for members to
become informed about a proposal, to table it if necessary. The discussion
period does not exist to allow members to suggest modifications to existing
proposals, nor does it exist to allow members to express their opinions on the
proposal. Campaigning for or against a proposal must be done in other forums.

After the 7 day discussion period has ended, discussion must cease, and voting
begins. For 7 days, members will have the opportunity to vote in support or
opposition the proposal with a simple yes or no. When this voting period ends
the votes will be counted and action taken.

Policies themselves should have an abstract summarizing the proposal in a
paragraph a section outlining the necessity of the proposal, a section showing
the effectiveness of the proposal at filling the listed need, and a second
listing any new needs/problems created by the proposal. I believe this to be a
universal way to show "completeness" and "actionability."

Feedback in this thread should be limited to voting policies and tools. This
is not the place to discuss new TLDs, new forms of discussion and chat, or
seafaring Mongolian ferrets.
