I thought when this was discussed previously, that this was not an
absolute requirement and that each case would be considered on its merits.

Having the bandwidth and resources to run a T-2 is prohibitive for some.
Many colo and VPS providers now specifically prohibit running open DNS
resolvers. Open resolvers can also consume a lot of bandwidth. In some
jurisdictions, there may be legal issues as well. It would be a shame to
exclude those who don't have the funds, infrastructure or legal leeway
to run a T2 from being involved with T-1 operations. It could be the
very people that OpenNIC wants to support that we are excluding by this
blanket policy.

I would suggest that an unwillingness to learn and to work with
community as a whole is far more disruptive than simple lack of knowledge.
