Hi Jeff:
First of
all, sorry but english is not my primary language, so i hope my words &
write have not been taken as a negative postition, sarcasm or misunderstandings
because I don’t have bad intentions to this project or his members.
So, I
understand your concern about give a “rookie” or “unknow person”
responsabilities of a Tier-1 operation.
I agree
with you about having care about giving such responsabilities.
Before I
take the decision of “rise my hand” for .OZ domain I really took the time to
read opennic’s policies at:

I can’t
find where is the “...person needs to have previous
(successful) experience running a Tier-2 server before they can become a Tier-1
operator...” policy.
In the
Member section of Charter policies says:
An administrator is anyone who runs an
OpenNIC-affiliated name server. Administrators are expected to have some
expertise in DNS and have an interest in how the global system is structured and
maintained. They vote on issues of technical organization and infrastructure
with which general members cannot be expected to have expertise. Administrators
exist as a subset of the general membership, and therefore may vote as
members.
A maintainer is anyone who operates the OpenNIC core
(root files, organizational infrastructure, auxiliary servers, etc.) as well as
TLD administrators. Maintainers are expected to be the most involved and
experienced category of members. They vote on issues controlling the operation
of Tier 0 and Tier 1 servers. Maintainers exist as a subset of administrators,
and therefore may vote as administrators and members.
I have 3
years of expereince with Authoritative servers, but the point is “excpected”
leave in someway the door open and in four days 24-28 no one of the “experienced
members rise his hand”.
Please try
to walk in my shoes for a moment, I put my money and my time to put and test an
authoritative server on monday 28/apr accordingly with:

I am open
to accept any resolution about this comming of the opennic community, but
please, documentation needs to be very clear on this before people assign
resourses.
If answer
is –no-, is very understable an I live the idea with no hard feelings, but if
answer is –yes- i know the commitment behind running a T1 server.
I will wait
for an opennic authority (?) to give me resolution.
