As the wiki states you must run at least one T1 opennic server. It is a requirement of T1 servers to slave all the TLD's in the opennic namespace and I would highly recomend bind because of this.
In my opinon a VPS should be fine as long as it has enough ram and bandwidth however I have never run a T1 server so I am unaware of how much ram or bandwidth you will need.
