There is a forum: talk.geek

IRC has a lot of value for conversation, new users, and rapid pace.
I agree with you about the advantages of a forum - it's far better for
extended discussion and topic-based discussion. But it's not going to
replace IRC, hopefully just steal all the hard discussion.
