Why in the world are you sending your emails as REPLIES to other threads? You just sent that email to the .ork discussion for no reason.
To make a POST, click the “Compose” or “New Email” (or similar button) in your email client, enter discuss AT lists.opennicproject.org in the “To:” field, and send your message. STOP hitting reply on any random email on this list, deleting the message and subject, and sending something completely unrelated. That is not how email functions.
Anyways, yes perhaps the wiki should be changed. But as Fusl mentioned in your other email chain, anybody can edit the wiki, why not you? Otherwise I might look into it when I get some free time (which could be at any point, or never, who knows?).
STOP SENDING NEW POSTS AS REPLIES.

I think that the page https://wiki.opennic.org/opennic/creating_new_tlds needs improvement.
Based on my experience, so every newbie can understand items more clearly and understand the rules.
I suggest adding text there. Something like this:
each TLD must run at least one Tier 1 server which mirrors the root data of all the OpenNIC TLDsAnd be sure that you can handle this.
each TLD must have a web site at http://www.opennic.[TLD] for registration and administrative informationAnd be sure that you can handle this.
each TLD must publish and enforce a Charter for that TLDYou can see other TLD charters as example. You can read them at TLD charter page, links as:

Example of such links:
- https://wiki.opennic.org/opennic/dot/chan
- https://wiki.opennic.org/opennic/dot/bbs
and so on.
propose the TLD - choose a TLD name and write a description of how it will be used; write a Charter for the new domain; post these to the discussion list
After you wrote your TLD charter send it to the discuss mailing list (see https://lists.opennicproject.org/sympa/info/discuss) to start discussion.
Email must have this subject: _____NEED_TO_PLACE_HERE_INFO_ABOUT_WHAT_SUBJECT_NEED_TO_BE_SET_____
Also consider that you can`t use any external links to charter, just attach charter to the email as attachment.
Answer all the questions that you will receive and do not ignore any question.
Send charter to the mailing list several times with a pause between sending. One week pause. So everybody, who read the mailing list not every day, can see it.
call for a vote - at any point in the list's discussion of the proposal, any member may call for a vote on the proposal;(need to remove here text about "any member may call for a vote on the proposal" because it happened to me, one member call it and other member say it rush)
After you see that discuss about your TLD proposal and your charter will come to naught (no more questions) - wait again one week.
After that you can send question to yours mailing list thread: "Is there further questions on my proposal and charter?".
If there will be more questions, so answer it. If no, you can call for a voting.
This is can be done by sending email (start new thread) to the discuss mailing list with subject: _____NEED_TO_PLACE_HERE_INFO_ABOUT_WHAT_SUBJECT_NEED_TO_BE_SET_____.
In this email be sure that you wrote a date when voting suppose to be ended. Date is must be UTC. It is assumed that the voting should last at least one week.
P.S. Also, for my opinion, voting need to be done in the web-based system under the https://www.opennicproject.org/members/ account.
It`s specially marked web-page where each member can see charter (and some already answered questions that can be interesting to the member before he will vote) and yes/no button.
Something like: https://wiki.opennic.org/opennic/new_purposal/_NEW_TLD_NAME_HERE
Also there will be placed current voting results and list of the members who already voted.
I suggest to think about such system, so no any member can say that he don`t see charter or he can`t find it or he don`t received it or something list this.
