Yes, it means 4/5 to pass, that was intentional. I could’ve done 6 people so the percentages lined up, but that’s still an equivalent amount of yes votes (4) to 5 that it’d be pointless. I couldn’t do less than 5 votes or 2/3rds because having a total of 3(!!) yes votes to pass a Tier 1 server and TLD on our network would be obscene. Even the 4 yes votes I’m proposing is kind of crazy. I could do a minimum of 7, but at that point you’re just doing exactly what I did with 4/5, pushing it up to 5/7. It’s really a minor point you’re picking. 

I mentioned it before, but the 2/3rds rule only apply to two scenarios anyhow. Passing or removing a TLD—which is a big deal obviously for the network—, and for modifying a TLD, which should never be taken lightly and should probably almost never be done, as TLDs are really primarily independently operated and don’t require much interference from the community. I think the policy is justified and possibly even a little too easy to abuse still, but it’s a start. 

I do agree that we need a definition for membership, but that’s not something I’m addressing here and clearly a separate discussion is to be had on the matter. I’m not sure how that would influence the current vote. 

It’s an odd phenomenon I’ve noticed here, everyone seems to think that we’re some small community that needs no official rules because we know what we’re doing, while it’s been proven time and time again that we aren’t, and clearly rules need to be established.
