I actually think that having this limit long(-ish) is beneficial for the reasons Jonah stated. Operating a T1 server requires a lot of dedication, it's a long-term commitment and people shouldn't take it lightly. If you can't operate a T2 server for several months how do you know if you'll be able to operate a T1 server for a year or (hopefully) more? It protects OpenNIC users as much as it protects the to-be T1 server operator - it forces them to actually dedicate some time to running *a* DNS resolver and 3 months seem like a decent time between "no experience" and "full experience" (which I'd consider to be at least a year or more). If I were to make a change to this section I would lift the
requirement for the T2 server being operational at the moment of
the application. I feel like running a T2 server for at least
three months in the past year or so, or running a T2 server for a
year or more in the past should be more than enough for anyone to
qualify as a potential T1 server operator (along with the other
requirements). I'd maybe also allow for them to be otherwise
highly beneficial or active in the community (as a, say,
certificate operator or something if that ever happens). Basically
anything that shows they are highly technically capable and
dedicated (beyond running a T1 server passing tests for a few days

guarantee they’re committed to the project at all? If you
don’t wish to put the work in that’s required, we’d rather
push people towards operating Tier 2 servers I’d think.
I’d also just like to mention that 95% of Section 2 is
already a requirement or a community expectation mentioned
on the Wiki in one place or another. I’m only consolidating
and making our current expectations official, but it was a
very derivative work.
