I don't know if we need more Tier1 servers.  I did see your old message 
asking about starting a new TLD, but that's a process in itself and we 
have always required anyone interested in doing this to show that they 
can run a Tier2 server for a time, and that they are able to set up a 
registrar page for creating new domains.  The software that I run on 
be.libre has its quirks but it is mostly functional, and it talks 
directly to the LDAP servers so even if you disappeared we would still 
have the records to continue supporting your TLD (which we do NOT have 
for any of the mentioned TLDs that are unresponsive).
