We've tried and failed with it. The attackers are smart and work around it.

Whitelisting is coming in as an option for T2 servers whether it's liked
or not. The alternative is far worse.

We'll have T2 whitelisted servers clearly labelled on the wiki and will
ensure they do not get displayed in the "closet server" box.

Those can run their server without whitelisting can continue to do so,
and I'd encourage you to use those servers.
