I'm not asking that every minute technical detail of every discussion be
shared, but if there is a proposed change to policy which affects what
the community expects of it's members or allows it's members to do, I
would expect this to be shared with the wider audience.

A community is only as strong as it's members. Yes, some members have
been here longer than others but if you want to take something from a
project run by a closed group to a true community undertaking, you have
to take a leap of faith and allow every member of the community input
and value their ideas. If the group decides that a sub-group has
ownership of something, or decides that a group shall be set up with the
express task of defining policy, that's fine, but the process should be
transparent and accessible to the community as a whole. Ad-hoc
discussions on IRC cannot be held up as an example of this. Perhaps if
it was pre published that issue X was going to discussed at a certain
time on a certain date, this would allow contributors more ability to
provide input. failing this, a less time-sensitive method of
communication is more appropriate, e.g email.

Is the future that OpenNIC wants that of a private project or that of a
community project which seeks to grow, gain momentum and gain support,
to challenge the monopoly that ICANN has on the domain model?
