Overall the charter seems fine to me. The only issue I have is the
vagueness of the domain limit of 10 with a tolerance of 3. I think it
should just be a fixed number, as there's no sense in saying it's 10
if it can also be 13.

Additionally, in regards to the limit, since you're thinking of
charging for one and two letter domains to help support the costs of
running the service, maybe allow non-OpenNIC members to register more
than the limit if they pay for them.

You may want to clarify the requirements in the "Trademarks and Big
Corporations" section, as it's very easy to put a link to OpenNIC on
some page no one will ever go to, or have a link small enough no one
will ever see it.

Other than that I think it is decent.
