I should meet with him around the end of the month (depends when my new 
laptop
arrives) so I will ask him. I think it may be a part of his 
authorization service. Before
I can access the Internet, I always have to start a browser and fill a 
login form. If I try
to access another site, it automatically redirects me to the login page.

If you ask why he does it, then perhaps because of many folks who 
set-upped their
own wi-fi and forgot on the encryption. I'll ask him and post his answer.
