*IF* we remove it...  The first goal is to determine if there are any
existing domains registered under the TLD that the administrator didn't
own himself.  Then if we still have not heard back from the
administrator, we need to hold a public vote to determine if anyone else
is interested in taking over the TLD, and if there is any interest by
OpenNic members in trying to maintain the TLD.
