Which is what I said in my last email: If we were establishing a legal entity
for OpenNIC (an actual OpenNIC organization) then yes, we would want to
establish it somewhere not in the United States (probably Switzerland or
Norway).

This, however, is not the "OpenNIC Organization" it's simply the OpenNIC Fund
which is used to promote and help OpenNIC but is not opennic itself... if
that makes sense.
