Not always true. It's true when you restart you dns resolver, but after
sometime you have a healthy cache for which queires are answered from(in
theory).

There are a few dns resolvers that do not slave any zones. These need to
have the hints file. Unbound for example...

I always prefer the hints file myself. It's a minimal config for a
server, and simple is best. :-)
