Well in my experience as a member, when a gTLD was abandoned, somebody else would take it over and run it until someone was willing to step up to the plate or until it was completed removed from the root.

It sounds like maybe you're hinting at the idea of putting an official policy in place... and quite frankly, I can agree with that.
