This setup separates the registrar functionality from the T1 ownership. Of course there is a considerable amount of trust and responsibility required here, so we wouldn't want to give access to just any random member. We will probably have to work out some guidelines for who would be allowed access to what.

Currently I can configure admins so that they may only have access to a specific TLD, or have full access to all TLDs... Keep in mind that our current setup would allow any T1 admin to push out a new zone for any of the TLDs, however we mutually respect each other's zones and generally do not touch any TLD data that we do not own unless a problem comes up that requires immediate attention. You do make a good point though -- in some cases a TLD owner who wants to use this new system may wish to restrict all domain registrations to only come from their own website.

So what I need to set up is the following...
-- An admin may be configured to only have access to specific TLD(s)
-- An admin may restrict their TLD to only accept domain registrations from their own website
-- Global registrar admins will be able to offer domain registration to any TLDs except those marked as restricted. These admins will still have access to personally edit restricted TLDs and domains, but it is understood that this will only be used in an emergency if something is affecting the entire TLD and the admin cannot be reached immediately.

Does that sound appropriate?
