I may be able to help develop & provide SMS transit for a system like this if Jeff (or anyone else) is interested.

We could definitely start out doing it for US & Canada residents. I have free SMS transit right now through one of my VoIP carriers.

I'm not sure requiring phone numbers is good idea.

Plus in order to do that the registrar needs an account to send text
messages from the server, which is more cost.
