In light of the recent discussion concerning the fate of .ing, I believe it
is time, now, to establish a legal entity for OpenNIC in the form of a
foundation (much like the Debian Foundation).  This foundation would serve
as OpenNIC's advocacy arm, a legal entity empowered to speak for OpenNIC
and to accept donations in order to further OpenNIC's cause.

If this is approved by the membership, I further propose a working group of
active OpenNIC members to draft the necessary paperwork, charters,
bylaws,etc. to set this in motion.  I would like to give this working group
the mandate to proceed with incorporation of the OpenNIC Foundation on
behalf of the OpenNIC membership.
