By that regard would you shut down .parody completely? There are only 23 registered /parody domains, and of those 10 are system-reserved names like www.parody (and no clue how many of the other domains are actively in use).

The domains under .free require yearly renewals. As long as people are interested enough to keep renewing their domains, I don't see any reason to shut down any of the TLDs. If folks don't want to renew their domain under .libre that is their business, but I plan to at least give everyone the chance to reserve their existing domains under the new TLD.
