Re Amendment 1: The terminology "members" in the situation
you've posed refers to domain holders (i.e. persons who hold
an .o domain), not the OpenNIC community. We require the
ability to veto such votes so as not to create instability. On
the page you referenced (http://wiki.opennicproject.org/RegisteringATLD)
this is stated quite clearly: "All OpenNIC
TLDs must be governed democratically, with **each domain
registrant receiving a single vote**. A vote of the
"membership" of a TLD is always binding. Therefore, an OpenNIC
TLD does not belong to any one person or group, but rather to
the community of its users." Clearly it in no way refers to
OpenNIC decisions as a whole.
The OpenNIC community at large has voted in favor of my
charter overwhelmingly, after making some changes when it was
originally up for discussion. I believe it's well written and
requires no changes: I vote NO on all aforementioned
proposals.
Additionally, all policies are de facto valid under current
OpenNIC policies, as the OpenNIC community voted in favor of
the charter, effectively making it an official policy in the
community.
