    Honestly yeah, that makes the most sense.  It might also be
    reasonable to allow for TLD operators to work with law enforcement
    at their own discretion -- this covers us as a warning that it *can*
    happen, while at the same time allowing the operators to stand their
    ground if they feel comfortable doing so.
