I have several email addys that use OpenNIC TLDs. Of course, one
would need an MTA that (1) delivered mail directly and (2) used
OpenNIC servers to resolve. But from a receiving standpoint, exim or
postfix or whatever doesn't care whether or not the TLD conforms to
some predetermined ICANN-approved standard.
