Here's my off-the-top-of-my-head kludge:

Dedicate a server or a container to this proxy. Create a root zone
consisting of only a SOA. Create forward-type zones for each of the
TLDs you want; throw in a few ICANN domains if you'd like. Make sure
each of these forwarding zones forwards to a tier 2.

At least, that would be the first thing I would try.
