Simple: slave the the '.' zone. this becomes your root hints
http://doc.powerdns.com/built-in-recursor.html#recursor-settings

I would setup a cron job to grab a fresh copy of the root hints every
hour, then 'rehash' your dns server.

Slaving the root zone would be best, but I'm not sure if its possible, I
don't have any experience with powerdns.
