also, if a server admin wanted to stay open, I'd support that too, but I can't offer a tier2 without looking less like an open resolver, this allows to still let users in, without kicking me out of another hosting company

subscription in this sense does not have any assoicated costs, that'd go
against what OpenNIC stands for.
