In OTA radio we use a compressor limiter to normalize the audio levels don't know if there is an open source/free software version but there might be some vst plugins that could help.

Converting the files isn't needed at all. stream and input file formats don't correlate too much. If you are sending at fixed bitrate (again bitrate != quality) with MP3 you are already transcoding on the fly. If you do so you could also transcode to another codec. Doesn't make any difference.
