I counted 11 'no' votes, but this does not affect the outcome. 

Thanks for spending the time on your proposal, and please consider 
resubmitting it with some changes. I'd definitely be in favour of a Russian 
language TLD, but I think there is a clear distinction between that and a 
Russian country TLD.
