Looking at the .neo charter, it looks to me
like the whole thing would benefit from being
rewritten.

Which makes me think that taking over an existing
TLD is, at least partially, similar to starting
a new one.

What about the people with .neo domains? What do
they think? Is there any community there?

In any case I would probably support @bongobow
taking over the TLD.
