Yes. There are quite a number of services that offer adult content
filtering as a 'feature'. Net neutrality does not have any bearing
on filtering the content, as long as the end-user is made aware of
what is being filtered and still agrees to use it. And in the case
of opennic, usage is very much optional rather than being mandated
