If creating a working group, or any kind of bureaucracy, they need to do the 
work.

I offered to create policy and procedures a while back and others jumped on 
the bandwagon to help. I was never able to get together with those people, so 
I left it at what I'd already posted. There was no interest in what I'd made, 
positive or negative, and no one else stepped forward with their own ideas 
(at least not a comprehensive system.)
