I do not know about .hm, but .su was the ccTLD for the Soviet Union. It was kept after the USSR collapsed because it was in use and the decision was taken not to blow away the domains under it.

Not all two letter strings are country codes, but all ISO-3166 country
codes are (and will be) two-letter strings. Reserving two letter TLDs
as ccTLDs is *not* an ICANN policy--it is an IETF policy codified in the
RFCs before ICANN existed.

No to .js and double NO to deviating from the RFCs on ccTLDs. All
potential ccTLDs should remain reserved.
