Good luck trying to charge someone for a domain most people lack the technical knowledge to properly access.
Additionally, you might be operating the TLD, but you aren't the one operating the nameservers that would be propogandating the domain through OpenNIC and to its users, so charging for that while basically freeloading on a network seems like bad mojo.  So, to resolve this, you basically end up having to operate your own nameserver network (making OpenNIC pointless from your point of view), or having to devise a system whereby each and every server operator is compensated for the use of their server.

DNS is not  domain registration and transfer.
The two are simply not equal.

DNS processes run continuously behind the scenes with little if any user contact.
The svc costs relate to system operation and not customer/user interaction.

Domain name registration is a single or on xfer process that occurs from time to time with a higher degree of user contact. The svc costs relate more, much more even, to customer / user interaction. It's unrealistic to expect the anticipated degree of interaction (customer service) to be given for free at this point.
If of course domain name registration and xfer processes are formalized to a point of total user control then I could see the svc being yielded as a free system operation svc like the freedns offering however I would not look to force that on a tld operator. Too much can happen with domain names and if we're honest will invariably incur the need for any some degree of user contact ( customer service).
My view is that the tld operation should be left up to the tld operator. Opennic can distance itself from any issues that might arise between domain registrants and tld operators in it's policies and FAQs.
