This doesn't appear to be true, that isn't stated anywhere on the homepage.

DNS access is free, voting and proposing a new TLD is free, becoming a TLD operator is free, and charging for domains *is* allowed; simple as that. Not sure why people can't understand that OpenNIC project doesn't run the TLDs, everything is decentralized.
