cPanel itself allows (almost) any domain to be the primary domain of an
account, including domains which don't belong to the standard TLDs.
Whether this is allowed is the responsibility of the administrator (if
the account is provisioned manually in WHM) or the frontend interface
which allows you to sign up for hosting (if connected via WHM APIv1).
By default, cPanel does not allow users to create addon or parked
domains which do not exist in the standard TLDs; however, the system
administrator may permit this by enabling "Allow unregistered domains"
in Tweak Settings in WHM

Whether a host wants to do this is entirely up to them, but it's
certainly less easily abusable than the related "Allow remote domains"
which no one should ever enable for obvious reasons.
