There is an additional argument for the use of English in OpenNIC -- OpenNIC is a DNS service, and the DNS is *defined* in RFCs that are written in English. Since the DNS is defined in documents written in English, it is reasonable for OpenNIC to insist that proposals be in English, as anyone making a proposal should understand the technical rules under which OpenNIC operates, and those rules (the RFCs) are written in English, therefore anyone making a proposal should have a working knowledge of the English language.
