You may take a look at i.e. Gentoos "mirrorselect" and sources (even if it 
handles tcp). This is a small but easy to use console app easily could be 
frontend GUIed if required, has shell and interactive mode.

It interactively or by options checks the "speed" of a long list of 
http/ftp/rsync servers to select a given amount of servers / urls 
automatically.

May be some parts could be adopted i.e. for any type of *ix systems so that 
distributors can integrate it into their network setups.
